Bruce Bingman, 2003 and 2004 Chairman, sums up the need for a consortium: “Because PHRF is locally administrated, local factors such as course content wind strength, and even in some cases, crew skill, are all part of a local rating. To overcome these inequities, a consortium of PHRF handicappers from the West Coast, Great Lakes, South, Mid-Atlantic and New England assembles to rate boats for the typical Key West conditions using consistent criteria.”
IT’S A CYCLE
Your 2004 Key West consortium began its work as soon as the racing started in January 2003 by performing a mathematical analysis of every boat in each race and calculating imputed ratings (the handicap the boat actually sailed to). This was coupled with on the water observation and analysis to determine if the handicap assigned was correct. A formal report was then prepared for use by the consortium for the 2004 event. By September 2003 next year’s consortium had assembled and is currently working on preliminary rating assignments for the first entries.
By the end of December, all ratings will have been assigned and a sub-committee will work with the event director to develop recommend class assignments. In an effort to provide the best racing among similar type boats, handicap bands are just one of the criteria. Size, sailing characteristics, and displacement length ratio are assessed.
The Preliminary Scratch Sheet is posted on the web site in early January. Constructive feedback is welcome. The subsequent fine-tuning is completed and the Final Scratch Sheet is ready for race week. Then - it's off to the races and the cycle begins again!

IN 2003, First and Second Places were separated by no more than 2 points in four classes (PHRF 2, 4, 5 and 9) and no more than 6 points in four more (PHRF 1, 3, 6 and 7).
